Two boards run working official portals, and the one nobody expects is Balochistan
Balochistan's official portal works and serves complete textbook PDFs — the confusion is a domain: btbb.gov.pk does not resolve, but btbb.com.pk hosts a 75-title catalogue. It is not the only one, though: Sindh's portal supplied 23 of this corpus's 35 Sindh books against Balochistan's 4 of 36, making Sindh by far the largest official source here. Punjab, Khyber Pakhtunkhwa and the Federal Board serve no textbook PDFs from any official domain at all.
The obstacle for Balochistan turned out to be a domain, not a policy. btbb.gov.pk does not resolve at all — that is what most directories list, and it is what makes the board look like the least accessible of the five. Its actual portal, btbb.com.pk, serves a 75-title catalogue of complete textbook PDFs. Sindh's portal.stbb.edu.pk works too, and works harder: 23 of the 35 Sindh books in this corpus came from it, against 4 of 36 for Balochistan. So official provision is not absent in Pakistan — it is uneven. Punjab, KP and the Federal Board publish no textbook PDFs on any official domain, which is why 96 of the books here had to be assembled from public mirrors, and why provenance differs so sharply by board.

This finding is not a reading of one passage. It is a property of the corpus as a whole, computed from the recorded source URL of every book in the corpus, counted by domain. There is no single page to quote, which is why none is quoted here.
Limits

That was false: Sindh's portal is the corpus's largest official source, and this project's own method page said so on the same day.
