Balochistan is the only one of the four boards running a working official portal that serves complete textbook PDFs. The confusion is a domain: btbb.gov.pk does not resolve, but btbb.com.pk hosts a 75-title catalogue. Punjab and KP serve no textbook PDFs from any official domain at all.

The obstacle turned out to be a domain, not a policy. btbb.gov.pk does not resolve at all, which is what most directories list and what makes Balochistan look like the least accessible board. Its actual portal, btbb.com.pk, serves a 75-title catalogue of complete textbook PDFs — the only working official source of its kind among the four provincial boards. Punjab and KP serve no textbook PDFs from any official domain, which is why so much of this corpus had to be assembled from elsewhere.
